Functions
Main duties of the Department of Mechanic, Electronic and Hi-tech Industry (National Mechanic and Electronic Import and Export Administration:
1. To formulate and implement import and export plans, policies and regulations on mechanic, electronic and hi-tech products, and import and export catalogue; to approve import certification of mechanic and electronic products according to law.
2. To formulate and implement the import and export policies on the optimization of import and export structure on mechanic, electronic and hi-tech products. To be responsible for the establishment of export bases of key mechanic and electronic industries; to coordinate the development of proprietary brands; and regulate export market order.
3. To organize the implementation of the Strategy of Invigorating Trade through Science and Technology (ITST) and undertake the relevant work of the inter-ministerial working mechanism for the ITST; to give guidance to the establishment of national ITST innovation bases and the technological innovation in the governmental agencies of commerce.
4. To formulate and implement plans, policies and regulations on the export of large complete plant equipment, and manage the export credit and export credit insurance projects for large complete plant equipment.
5. To formulate regulations on international bidding and tendering concerning mechanic and electronic products; to be responsible for providing guidance to, supervising and managing international bidding and tendering activities for mechanic and electronic products; to be responsible for qualification evaluation and annual evaluation of international tendering agencies for mechanic and electronic products, and undertake the day-to-day work in State Bid Evaluation Committee.
6. To formulate and implement the policies and rules of, catalogue and access criteria on processing trade, to work together with the related departments to formulate processing-trade policies; and to promote the transformation, upgrading and relocation of processing trade.
7. To formulate and implement national policies and rules on import and export control; to approve import and export licenses for dual-use goods and technologies as well as precursor chemicals according to law; to formulate and organize the implementation of the rules of administration on import and export of dual-use goods and technologies; to coordinate and guide on the enforcement of laws and regulations on import and export controls by different regions and different governmental agencies; to undertake the work of expert committee of export control on dual-use nuclear goods and related technologies; to respond to foreign export control regimes toward China, and issue end-use and end-user certificates to foreign requesters for dual-use goods and technology import, and to supervise and manage end-users.
8. To formulate and organize the implementation of trade promotion policies on mechanic, electronic and hi-tech products; to promote the establishment of import and export standard system; to organize and promote exchange and cooperation of mechanic, electronic and hi-tech enterprises with foreign countries.
9. To provide guidance on the work of the import and export administration of the local regions, the government agencies and central state-owned enterprises.
10. To undertake other work assigned by the leaders of the Ministry.
